The Victorian Parliament has passed the Constitution Amendment (SEC) Bill 2023, officially embedding the State Electricity Commission (SEC) into the state’s constitution. This landmark move guarantees public ownership of renewable energy assets and solidifies the state's long-term commitment to a greener future.

Victorian Constitution Secures State Electricity Commission’s Role in Renewable Energy

Ensuring Public Ownership of Renewable Assets

By enshrining the SEC into the constitution, Victoria is safeguarding its renewable energy initiatives, ensuring that profits from public renewable projects are reinvested back into the sector. This strengthens the state’s energy independence and accelerates its journey toward clean energy solutions.

Creating Jobs and Training for a Greener Economy

The SEC’s ambitious renewable energy projects are set to generate 59,000 jobs, including 6,000 apprenticeships and traineeships, fostering local expertise and offering wide-reaching career opportunities throughout the state. This will contribute to building a highly skilled workforce ready to power Victoria’s green economy.

Lowering Energy Costs and Boosting Renewable Capacity

The SEC aims to reduce power bills by expanding renewable energy generation through publicly owned projects. This effort aligns with Victoria’s target of achieving 95% renewable energy by 2035, putting the state on a sustainable path to meet its environmental goals.

First Major Project: Melbourne Renewable Energy Hub

The SEC has already initiated its first significant project: the Melbourne Renewable Energy Hub, featuring a 600MW battery capable of powering 200,000 homes during peak demand. This is just the beginning, with the SEC set to deliver 4.5GW of renewable power, enough to supply over 1.5 million households.

Empowering Households with Energy Efficiency Tools

The SEC also assists homeowners in transitioning to electric appliances through its home electrification digital planner. In its first month, over 3,000 users have explored energy-efficient solutions for their homes, reinforcing Victoria’s leadership in sustainable living.

Leading the Way with Affordable Renewable Energy

Victoria’s investment in renewables, spearheaded by the SEC, is helping the state consistently deliver some of the lowest wholesale energy prices in Australia. With new battery storage, wind, and solar farms set to come online, this trend is expected to continue, benefiting both residents and businesses.

A Vision for the Future

Lily D’Ambrosio, Victorian Minister for the State Electricity Commission, highlighted the significance of this constitutional change: “The SEC is now permanently part of our state’s renewable energy landscape. This ensures Victorians can enjoy the benefits of public renewable energy ownership, creating jobs and lowering energy bills for the long term.”
